No. 20081430. The fiduciary in the estate has filed an inventory and appraisal of her trust. A hearing
on the inventory and appraisal will be August 7, 2009, at 10:00 o’clock A.M. in the court. The court is
located on the second floor in the Wood County Courthouse, One Courthouse Square, Bowling Green, Ohio.

Any person desiring to file exceptions to said inventory must file them at least five days prior to the
day set for hearing.

ORDINANCE ADOPTING SECTION 95.01(D), AND AMENDING SECTION 95.03(A), AND ADOPTING SECTION
95.13(G) OF THE CODIFIED ORDINANCES OF THE CITY OF BOWLING GREEN, OHIO, AS AMENDED AND PRESENTLY
WRITTEN, INCREASING THE RATE OF MUNICIPAL INCOME TAX BY 0.08 PERCENT EFFECTIVE JANUARY 1, 2010, AND
EFFECTIVE THROUGH AND INCLUDING DECEMBER 31, 2012, TO PROVIDE ADDITIONAL FUNDS FOR THE GENERAL FUND, AND
PROVIDING FOR THE FORM OF BALLOT LANGUAGE

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF BOWLING GREEN, COUNTY OF WOOD, AND STATE OF OHIO:
SECTION 1: That Section 95.01(D) of the Codified Ordinances of the City of Bowling Green, is hereby
adopted as follows:
(D) Of the Municipal Income Tax rate, 0.08 percent shall be solely to provide funds for the General Fund,

(remaining portions of Section 95.01 remain unchanged)
SECTION 2: That Section 95.03(A) of the Codified Ordinances of the City of Bowling Green, Ohio, is hereby
amended and adopted as follows:
(A) Taxable Income. Subject to the
provisions of 95.15 of this Chapter, an annual tax for the purposes specified in Section 95.01 shall be
imposed on and after January 1, 2010, at the rate of 1.5 percent per annum for the purposes specified in
95.01; 0.14 percent for the purposes described in Section 95.01; at the rate of 0.09 percent for the
purposes described in Section 95.01; at the rate of 0.19 percent for the purposes described in Section
95.01; and at the rate of 0.08 percent for the purposes described in Section 95.01(D) upon the
following:

SECTION 3: That Section 95.13(G) of the Codified Ordinances of the City of Bowling Green, Ohio is hereby
adopted as follows:
(G) Funds collected under the provisions of Section 95.01(D) shall be deposited for General Fund purposes
as determined by City Council from time to time.

SECTION 4: This ordinance shall be effective January 1, 2010, subject to the approval of the electors of
the City of Bowling Green, Ohio, as provided in Section 718.01 of the Revised Code of Ohio. It is the
desire of this Council that the ballots presented to the electors of the City of Bowling Green, Ohio, at
the General Election on November 3, 2009, shall be in substantially the following form:

ORDINANCE NO. 7900

ORDINANCE FOR CLEANING OF STREETS BY SPECIAL ASSESSMENT
WHEREAS, the City of Bowling Green has for many years financed the cleaning of its streets by special
assessment levied on the lots and lands in Bowling Green, Ohio, by a percentage of the tax valuation of
the property assessed, and
WHEREAS, it is deemed advisable to continue to have the cleaning of streets in the City of Bowling Green
financed by special assessments.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF BOWLING GREEN, OHIO:
SECTION 1: That the cost and expense of cleaning the streets, alleys, lanes, squares, and public places
in the City be paid for by special assessments levied upon non-tax exempt lots and lands within said
City of Bowling Green, Ohio.
SECTION 2: Said special assessment shall be based upon a percentage of the tax valuation of all non-tax
exempt lots and lands within the City of Bowling Green, Ohio, to produce the sum of $395,000.00 and
shall be payable annually in two equal installments during the period of the assessment; that said
assessments are hereby levied on all non-tax exempt lots and lands in the City of Bowling Green for the
year 2010. The City Finance Director is authorized and directed to certify the same to the County
Auditor of Wood County, Ohio, to be collected as other taxes are collected and paid.
SECTION 3: This ordinance shall take effect at the earliest time permitted by law.

ORDINANCE ADOPTING A STORM WATER MANAGEMENT PLAN AND AMENDING AND ADOPTING SECTIONS 50.01
AND 50.02 AND 50.99 OF THE CODIFIED ORDINANCES OF THE CITY OF BOWLING GREEN, OHIO, IN ORDER TO ESTABLISH
A STORM WATER MANAGEMENT PROGRAM

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF BOWLING GREEN, OHIO, COUNTY OF WOOD, STATE OF OHIO:
SECTION 1: That Section 50.01 and 50.02 and 50.99 of the Codified Ordinances of the City of Bowling
Green, Ohio, are hereby amended and adopted in accordance with the exhibit attached hereto and made a
part hereof, adopting a Storm Water Management Plan and a Storm Water Management Program for the City of
Bowling Green, Ohio.
SECTION 2: Existing Sections 50.01 and 50.02 and 50.99 are hereby repealed. All other sections in Chapter
50 remain unchanged.
SECTION 3: This ordinance shall take effect at the earliest time permitted by law.

ORDINANCE AUTHORIZING THE MUNICIPAL ADMINISTRATOR TO SIGN A CONTRACT WITH THE BOWLING GREEN
MUNICIPAL EMPLOYEES ASSOCIATION (BGMEA), AND DECLARING AN EMERGENCY

WHEREAS, representatives of the City of Bowling Green and representatives of the Bowling Green Municipal
Employees Association have negotiated a contract, and
WHEREAS, the Bowling Green Municipal Employees Association has ratified said contract.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF BOWLING GREEN, OHIO:
SECTION 1: The Municipal Administrator is hereby authorized to sign and enter into a contract with the
Bowling Green Municipal Employees Association said contract being on file in the Personnel Department of
the City of Bowling Green.
SECTION 2: The ordinance shall take effect as an emergency measure. The reason for the emergency is that
the prompt implementation of said contract is necessary in order to maintain continuity with Bowling
Green Municipal Employees Association, and in that manner protect the public health, safety, and welfare
of our citizens.

Bidders may submit requests for consideration of a proposed Substitution for a specified product,
equipment, or service to the Architect/Engineer (”A/E”) no later than 10 days prior to the bid opening.
Additional products, equipment, and services may be accepted as approved Substitutions only by written
Addendum.
From time to time, the State Architect’s Office issues new editions of the “State of Ohio Standard
Requirements for Public Facility Construction” and may issue interim changes. Bidders must submit Bids
that comply with the version of the Standard Requirements included in the Contract Documents.
Prevailing wage rates and equal employment opportunity requirements are applicable to this project.
This Project is subject to the State of Ohio’s Encouraging Diversity, Growth, and Equity (”EDGE”)
Business Development Program. A Bidder is required to submit with its Bid and with its Bidder’s
Qualifications form, certain information about the certified EDGE Business Enterprise(s) participating
on the Project with the Bidder. Refer to subparagraph 6.1.12 of the Instructions to Bidders.
The EDGE Participation Goal for the Project is 5.0 percent.
DOMESTIC STEEL USE REQUIREMENTS AS SPECIFIED IN SECTION 153.011, ORC APPLY TO THIS PROJECT.
COPIES OF SECTION 153.011, ORC CAN BE OBTAINED FROM ANY OF THE OFFICES OF THE OHIO DEPARTMENT OF
ADMINISTRATIVE SERVICES.

Bidders are required to be enrolled in and to be in good standing in a Drug-Free Workplace Program
(”DFWP”) approved by the Ohio Bureau of Workers’ Compensation (”OBWC”) prior to submitting a Bid and are
required to provide, on the Bid Form with its Bid, certain information relative to their enrollment in
such a program; and, if awarded a Contract, shall comply with other DFWP criteria described in General
Conditions Paragraph 1.10 – Drug Free Workplace Program Participation.
Bidders entering into a contract greater than $2,000,000 are required to submit their bid information
into escrow. Refer to subparagraph 6.1.10 of the Instructions to Bidders.
