This action provides financial assistance for the following water quality

NOTICE TO BIDDERS SEALED BIDS will be received by the Municipal
Administrator, 25 North Second Street, City of Waterville, Ohio 43566, until
2:00 p.m. (local time) on July 6, 2011, for the performance of all labor and the
furnishings of all materials, equipment, tools, machinery and appliances
necessary for the construction of the "State Route 64/Pray Boulevard
intersection Improvement" and at that time be publicly opened and read aloud.
This project consists of widening and resurfacing the intersection of State
Route 64 and Pray Boulevard for left and right turn lanes; installing curbs and
gutters; new drainage facilities; traffic signal reconstruction; installing
signing, pavement markings and drive aprons, new shared use path; restoration
work, and associated work. The Contract Documents including the construction
plans, proposal form and specifications, are on file at the office of Proudfoot
Associates, 5360 Heatherdowns Boulevard, Toledo, Ohio 43614, and may be obtained
during normal business hours upon non-refundable payment of $100.00. Plans and
Contract Documents will also be on file at the Plan Room of Builders Exchange,
5555 Airport Highway, Suite 140, Toledo, OH 43615. Bids for the said project
must be signed and enclosed in a sealed envelope addressed to the Administrator
of the City of Waterville and marked "State Route 64/Pray Boulevard
intersection improvement". Each bid must be accompanied by a bid bond,

certified check, or bank cashier’s check payable to the City in the amount of
ten percent (10%) of the bid as a guarantee that if the work is awarded to the
bidder, he will, within fifteen (15) days of the date of such award enter into a
proper and acceptable contract, otherwise said amount accompanying his bid will
be forfeited to the City of Waterville, Ohio, as liquidation damages. Bids
received after the scheduled Bid Opening date and time, or not accompanied by a
satisfactory Bid Bond or check, will neither be read nor considered. Bidders
must comply with the Prevailing Wage Rates on Public Improvements in Lucas
County, as determined by the Ohio Bureau of Employment Services, Wage and Hour
Division, (614) 644-2239. Bidders shall submit with their Bid the affidavit
required under Ohio Revised Code Section 5719.042 that the bidder was not
charged with any delinquent personal property taxes in Lucas County, Ohio
(Contract Page A-). The owner intends and requires that this project be
completed no later than December 31, 2011. All contractors and subcontractors
involved with the project will, to the extent practicable, use Ohio Products,
materials, services, and labor in the implementation of their project.
Additionally, contractor compliance with the equal employment opportunity
requirements of Ohio Administrative Code Chapter 123, the Governor’s Executive
Order of 1972 and Governor’s Executive Order 84-9 shall be required. The
successful bidder will be required to submit a Performance Bond, Maintenance
Bond, Certificates of Insurance, and complete Homeland Security DMA Form and ORC
Section 3517.13 affidavit. The City of Waterville reserves the right to reject
any or all bids, to waive any irregularities in any bid, and to accept any bid
which is deemed to be the most favorable to the City. The City also reserves the
