Sealed Bids for the Village of North Baltimore, Ohio, Water Treatment Plant Clarifiers 1 & 2,
High Performance Coatings, Contact 11, will be received by the Village Clerk, at the Village Hall, until
10:00 am., local time, on July 9,2009, at which time they will be publicly opened and read.
In general, the work consists of recoating of concrete walls of Clarifiers 1 & 2 and recoating of
clarifier mechanisms.
Copies of the Bidding Documents may be examined at the above office, or at the office of Jones &
Henry Engineers, Ltd., 3000 West Central Avenue, Toledo, Ohio 43606, without charge. Copies may be
purchased from New Fax Corporation, 333 West Woodruff Avenue, Toledo, Ohio 43624, Phone (419) 241-5157,
Fax (419) 241-2018, Monday through Friday 8:30 am and 4:30 pm. Contact New Fax for cost of documents.

Neither Owner nor Engineer has any responsibility for the accuracy, completeness or sufficiency of any
bid documents obtained from any source other than the source indicated in these documents. Obtaining
these documents from any other source(s) may result in obtaining incomplete and inaccurate information.
Obtaining these documents from any source other than directly from the source listed herein may also
result in failure to receive any addenda, corrections, or other revisions to these documents that may be
issued.
Bids must be submitted on the forms bound herein, must contain the names of every person or company
interested therein, and shall be accompanied by either a Bid Guaranty and Contract Bond in the amount of
100% of the amount bid with satisfactory corporate surety, or by a certified check on a solvent bank in
the amount of not less than 10% of the amount of the Bid, subject to conditions provided in the
Instructions to Bidders. The successful bidder will be required to furnish satisfactory Performance Bond
and Maintenance and Guarantee Bond in the amount of 100% of the Bid.
The Contractor shall be required to pay not less than the prevailing wage rates established by the Ohio
Bureau of Employment Services, Wage and Hour Division.
Any Bid may be withdrawn prior to the scheduled closing time for receipt of Bids, but no Bidder shall
withdraw his Bid within 60 days after the actual opening thereof.
The successful bidder will be required to complete the “Declaration Regarding Material
Assistance/Non-Assistance to a Terrorist Organization” (DMA) in accordance with ORC Section 2909.32 and
2909.33.
The Owner reserves the right to reject any or all Bids, waive irregularities in any Bid, and to accept
any Bid which is deemed most favorable to the Owner.

BIDDERS

CITY OF ROSSFORD
Sealed proposals marked for “Replacement of Roofs” will be received at the office of the City of
Rossford, 133 Osborn Street, Rossford, Ohio 43460-2633, until 2:00 p.m. Thursday, July 2, 2009 and
immediately thereafter publicly opened and read aloud for furnishing the necessary labor, material and
equipment for the replacement of the roofs at the Rossford Police Station and the Rossford
Senior/Community Recreation Center, as specified.
A bid bond, certified or cashier’s check on a solvent bank, payable to the City of Rossford in the amount
of 10% of the bid total is required with each bid. There is also a requirement for the successful bidder
to each provide a 100% performance bond.
All bids must be made on the forms provided with the bid specifications. Specifications are available at
the Office of the City Administrator, 133 Osborn St., Rossford, Ohio 43460; Monday through Friday from
9:00 a.m. to 5:00 p.m.
The successful bidder will be required to pay not less than the minimum wage rates established by the
Ohio Department of Industrial Relations.
No bidder may withdraw his bid within sixty (60) days after the actual date of the opening thereof. The
Council of the City of Rossford, Ohio reserves the right to waive any informality or to reject any or
all bids and to determine the lowest and best bidder.

PUBLIC NOTICE
The following applications and/or verified complaints were received, and the following draft, proposed,
or final actions were issued, by the Ohio Environmental Protection Agency (OEPA) last week. “Actions”
include the adoption, modification, or repeal of orders (other than emergency orders); the issuance,
denial, modification or revocation of licenses, permits, leases, variances, or certificates; and the
approval or disapproval of plans and specifications. “Draft Actions” are written statements of the
Director of Environmental Protection’s (Director’s) intent with respect to the issuance, denial, etc. of
a permit, license, order, etc. Interested persons may submit written comments or request a public
meeting regarding draft actions. Comments or public meeting requests must be submitted within 30 days of
notice of the draft action. “Proposed Actions” are written statements of the Director’s intent with
respect to the issuance, denial, modification, revocation, or renewal of a permit, license, or variance.
Written comments and requests for a public meeting regarding a proposed action may be submitted within
30 days of notice of the proposed action. An adjudication hearing may be held on a proposed action if a
hearing request or objection is received by the OEPA within 30 days of issuance of the proposed action.

Board of Review) by a person who was a party to a proceeding before the Director by filing an appeal
within 30 days of notice of the Final Action. Pursuant to Ohio Revised Code Section 3745.07, a final
action issuing, denying, modifying, revoking, or renewing a permit, license, or variance which is not
preceded by a proposed action, may be appealed to the ERAC by filing an appeal within 30 days of
issuance of the final action. ERAC appeals accompanied by a $70 filing fee which the commission in its
discretion may reduce if by affidavit the appellant demonstrates that payment of the full amount of the
