Penta suspends teacher for conduct

PERRYSBURG – A marketing education instructor at Penta Career Center is suspended without pay during
termination proceedings for inappropriate conduct.
Lisa Bell has taught at Penta for 10 1/2 years, and has worked with the DECA program.
The Penta Board of Education took the action after a 1 1/2-hour executive session during Wednesday’s
regular meeting.
The resolution, passed unanimously by the board, indicated the board believed the conduct of Bell
constitutes grounds for termination.
Bell was at the meeting.
The list of offenses she is accused of include inappropriate and profane language and inappropriate
comments to a student or students in her classroom and during DECA leadership conference field trips.
She also has reportedly been confrontational and intimidating in the classroom and on field trips, and
has engaged in inappropriate conduct in the presence of students, colleagues and/or parents in her
classroom and during field trips.
Penta Superintendent Ron Matter would no comment on the type of profane language Bell is accused of
using.
She also apparently shared confidential information about students with a field trip chaperone, has
played inappropriate music in her classroom when students are present, and has shared student test
scores with other students in violation of the Family Educational Rights and Privacy Act (FERPA), a
federal law that protects the privacy of student education records.
Bell also reportedly agreed in her "last chance agreement" to provide a checklist of bank
deposits to ensure accuracy, but has not provided such a checklist and continued to make errors in
deposits.
Matter also refused to comment on what program the deposits were for.
Bell had previously been disciplined for inappropriate and unprofessional communications with students
and colleagues and was given a "last chance agreement" in March 2011 and again in November
2012 with the understanding that she "communicate with students in a professional and respectful
manner at ALL times and in ALL circumstances," said the resolution. She was told in November that
additional reports of inappropriate language, berating, disrespectful or other inappropriate
communications would result in a recommendation for termination.
Matter did explain that a "last chance agreement" must be followed if the employee wants to
continue employment at Penta.
