RESOLUTIONIMPLEMENTING SECTIONS 3735.65 THROUGH 3735.70 OF THE OHIO REVISED CODE,ESTABLISHING AND
DESCRIBING THE BOUNDARIES OF COMMUNITY REINVESTMENTAREA #2 IN THE CITY OF WATERVILLE, DESIGNATING A
HOUSING OFFICER TOADMINISTER THE PROGRAM, CREATING A COMMUNITY HOUSING COUNCIL ANDCREATING A TAX
INCENTIVE REVIEW COUNCILWHEREAS, the Council of theCity of Waterville (hereinafter “Council”) desires to
pursue allreasonable and legitimate incentive measures to assist and encouragedevelopment in specific
areas of the City of Waterville that have notenjoyed reinvestment from remodeling or new construction;
andWHEREAS, asurvey of housing (a copy of which is on file in the WatervilleMunicipal Building) as
required by Revised Code Section 3735.66 has beenprepared for the area to be included in the proposed
CommunityReinvestment Area (hereinafter “CRA”); andWHEREAS, the maintenance ofexisting and construction
of new commercial and industrial structures insuch area would serve to encourage real property
investments, maintainreal property values, and generate new employment opportunities; andWHEREAS, the
remodeling of commercial and industrial structures or theconstruction of new commercial and industrial
structures in the CRAconstitutes a public purpose for which property exemptions may begranted. NOW,
THEREFORE, BE IT RESOLVED by the Council of the City ofWaterville, Lucas County, Ohio that:SECTION 1.The
area designated asCRA #2 constitutes an area in which real property blight is located,and in which new
construction or repair of existing properties isencouraged.SECTION 2.Pursuant to Revised Code Section
3735.66, CRA#2 is hereby established in the area delineated by the boundary asindicated on the attached
map, which is made a part hereof as if fullyrewritten herein.SECTION 3.Only non-retail commercial and
industrialproperties consistent with the applicable zoning regulations within thedesignated CRA will be
eligible for exemption under this program.SECTION 4.Within the CRA, the percentage of the tax exemption
on theincrease in the assessed valuation resulting from improvements tonon-retail commercial and
industrial real property and the term of thoseexemptions shall be negotiated on a case-by-case basis in
advance ofconstruction or remodeling occurring according to the rules outlined inRevised Code Section
3735.67, but shall not exceed one hundred percent(100%) for up to ten (10) years.Residential properties,
includingmulti-family and single-family, drive-in commercial uses, retail,restaurants, bars, taverns,
carry-out businesses, banks and personaluses are not eligible.The results of the negotiations as
approved bythe Council will be set in writing in a CRA Agreement as outlined inRevised Code Section
3735.671.If remodeling qualifies for anexemption, during the period of the exemption, the dollar amount
of theincrease in market value of the structure shall be exempt from realproperty taxation.If new
construction qualifies for an exemption,during the period of the exemption, the structure shall not
beconsidered to be an improvement on the land on which it is located forthe purpose of real property
taxation.SECTION 5.All com-mercial andindustrial projects are required to comply with the State
applicationfee requirements of Revised Code Section 3735.672 (C) (Currently $750.00to the Treasurer,
State of Ohio).A local annual monitoring fee of onepercent (1%) of the amount of the incentives, or a
minimum of FiveHundred Dollars ($500.00), up to a maximum of Twenty-five HundredDollars ($2,500.00)
annually is required.SECTION 6.To administer andimplement the provisions of this Resolution, the
Director of Financeand Administration is hereby designated as the Housing Officer asdescribed in Revised
Code Sections 3735.65 through 3735.70.SECTION 7.That a “Community Reinvestment Area Housing Council”
shall be created,consisting of two (2) members appointed by the Mayor, two (2) membersappointed by the
Council, and one (1) member appointed by the PlanningCommission.The majority of the members shall then
appoint two (2)additional members who shall be residents of the City of Waterville.Terms of the members
of the Council shall be for three (3) years.Anunexpired term resulting from a vacancy in the Housing
Council shall befilled in the same manner as the initial appointment was made.The CRAHousing Council
shall make an annual inspection of the properties withinthe CRA for which an exemption has been granted
under Revised CodeSection 3735.67.The Housing Council shall also hear appeals underRevised Code Section
3735.70.Revised Code Section 5709.85(A) requiresthe legislative authority granting an exemption from
taxation underRevised Code Section 3735.65 through 3735.70, to create a tax incentivereview council
("TIRC"), which TIRC is required to perform an annualreview of exemptions from taxation
granted pursuant to such sections.The Lucas County Tax Incentive Review Council, whose creation is
herebyapproved, confirmed and ratified, shall serve as the TIRC to the extentpermitted by law.If for any
reason the Lucas County Tax IncentiveReview Council is unable to serve this function, this Council
herebycreates a new TIRC pursuant to Revised Code Section 5709.85(A).A TaxIncentive Review Council
(TIRC) shall be established pursuant to RevisedCode Section 5709.85, and shall consist of three (3)
representativesappointed by the Board of County Commissioners; two (2) representativesof the municipal
corporation, appointed by the Mayor with Councilconcurrence; the County Auditor or designee; and a
representative ofeach affected Board of Education.At least two (2) members must beresidents of the City
of Waterville.The TIRC shall review annually thecompliance of all agreements involving the granting of
exemptions fornon-retail commercial or industrial real property improvements underRevised Code Section
3735.671 and make written recommendations to theCouncil as to continuing, modifying or terminating said
agreements basedupon the performance of the agreements.SECTION 8.The Councilreserves the right to
re-evaluate the designation of CRA # 2, at whichtime Council may direct the Housing Officer not to
accept any newapplications for exemptions as described in Revised Code Section3735.67.SECTION 9.The
Housing Officer or the Housing Officer’sdesignee is hereby authorized and directed, on behalf of the
City, topetition the State Director of Development Services Agency, inaccordance with Revised Code
Section 3735.66, to confirm the findingscontained within this Resolution for the creation of this

ARESOLUTION IMPLEMENTING SECTIONS 3735.65 THROUGH 3735.70 OF THE OHIOREVISED CODE, ESTABLISHING AND
DESCRIBING THE BOUNDARIES OF COMMUNITYREINVESTMENT AREA #3 IN THE CITY OF WATERVILLE, DESIGNATING A
HOUSINGOFFICER TO ADMINISTER THE PROGRAM, CREATING A COMMUNITY HOUSING COUNCILAND CREATING A TAX
INCENTIVE REVIEW COUNCILWHEREAS, the Council of theCity of Waterville (hereinafter “Council”) desires to
pursue allreasonable and legitimate incentive measures to assist and encouragedevelopment in specific
areas of the City of Waterville that have notenjoyed reinvestment from remodeling or new construction;
andWHEREAS, asurvey of housing (a copy of which is on file in the WatervilleMunicipal Building) as
required by Revised Code Section 3735.66 has beenprepared for the area to be included in the proposed
CommunityReinvestment Area (hereinafter “CRA”); andWHEREAS, the maintenance ofexisting and construction
of new commercial and industrial structures insuch area would serve to encourage real property
investments, maintainreal property values, and generate new employment opportunities; andWHEREAS, the
remodeling of commercial and industrial structures or theconstruction of new commercial and industrial
structures in the CRAconstitutes a public purpose for which property exemptions may begranted. NOW,
THEREFORE, BE IT RESOLVED by the Council of the City ofWaterville, Lucas County, Ohio that:SECTION 1.The
area designated asCRA #3 constitutes an area in which real property blight is located,and in which new
construction or repair of existing properties isencouraged.SECTION 2.Pursuant to Revised Code Section
3735.66, CRA#3 is hereby established in the area delineated by the boundary asindicated on the attached
map, which is made a part hereof as if fullyrewritten herein.SECTION 3.Only non-retail commercial and
industrialproperties consistent with the applicable zoning regulations within thedesignated CRA will be
eligible for exemption under this program.SECTION 4.Within the CRA, the percentage of the tax exemption
on theincrease in the assessed valuation resulting from improvements tonon-retail commercial and
industrial real property and the term of thoseexemptions shall be negotiated on a case-by-case basis in
advance ofconstruction or remodeling occurring according to the rules outlined inRevised Code Section
3735.67, but shall not exceed one hundred percent(100%) for up to ten (10) years.Residential properties,
includingmulti-family and single-family, drive-in commercial uses, retail,restaurants, bars, taverns,
carry-out businesses, banks and personaluses are not eligible.The results of the negotiations as
approved bythe Council will be set in writing in a CRA Agreement as outlined inRevised Code Section
3735.671.If remodeling qualifies for anexemption, during the period of the exemption, the dollar amount
of theincrease in market value of the structure shall be exempt from realproperty taxation.If new
construction qualifies for an exemption,during the period of the exemption, the structure shall not
beconsidered to be an improvement on the land on which it is located forthe purpose of real property
taxation.SECTION 5.All commercial andindustrial projects are required to comply with the State
applicationfee requirements of Revised Code Section 3735.672 (C) (Currently $750.00to the Treasurer,
State of Ohio).A local annual monitoring fee of onepercent (1%) of the amount of the incentives, or a
minimum of FiveHundred Dollars ($500.00), up to a maximum of Twenty-five HundredDollars ($2,500.00)
annually is required.SECTION 6.To administer andimplement the provisions of this Resolution, the
Director of Financeand Administration is hereby designated as the Housing Officer asdescribed in Revised
Code Sections 3735.65 through 3735.70.SECTION 7.That a “Community Reinvestment Area Housing Council”
shall be created,consisting of two (2) members appointed by the Mayor, two (2) membersappointed by the
Council, and one (1) member appointed by the PlanningCommission.The majority of the members shall then
appoint two (2)additional members who shall be residents of the City of Waterville.Terms of the members
of the Council shall be for three (3) years.Anunexpired term resulting from a vacancy in the Housing
Council shall befilled in the same manner as the initial appointment was made.The CRAHousing Council
shall make an annual inspection of the properties withinthe CRA for which an exemption has been granted
under Revised CodeSection 3735.67.The Housing Council shall also hear appeals underRevised Code Section
3735.70.Revised Code Section 5709.85(A) requiresthe legislative authority granting an exemption from
taxation underRevised Code Section 3735.65 through 3735.70, to create a tax incentivereview council
("TIRC"), which TIRC is required to perform an annualreview of exemptions from taxation
granted pursuant to such sections.The Lucas County Tax Incentive Review Council, whose creation is
herebyapproved, confirmed and ratified, shall serve as the TIRC to the extentpermitted by law.If for any
reason the Lucas County Tax IncentiveReview Council is unable to serve this function, this Council
herebycreates a new TIRC pursuant to Revised Code Section 5709.85(A).A TaxIncentive Review Council
(TIRC) shall be established pursuant to RevisedCode Section 5709.85, and shall consist of three (3)
representativesappointed by the Board of County Commissioners; two (2) representativesof the municipal
corporation, appointed by the Mayor with Councilconcurrence; the County Auditor or designee; and a
representative ofeach affected Board of Education.At least two (2) members must beresidents of the City
of Waterville.The TIRC shall review annually thecompliance of all agreements involving the granting of
exemptions fornon-retail commercial or industrial real property improvements underRevised Code Section
3735.671 and make written recommendations to theCouncil as to continuing, modifying or terminating said
agreements basedupon the performance of the agreements.SECTION 8.The Councilreserves the right to
re-evaluate the designation of CRA # 3, at whichtime Council may direct the Housing Officer not to
accept any newapplications for exemptions as described in Revised Code Section3735.67.SECTION 9.The
Housing Officer or the Housing Officer’sdesignee is hereby authorized and directed, on behalf of the
City, topetition the State Director of Development Services Agency, inaccordance with Revised Code
Section 3735.66, to confirm the findingscontained within this Resolution for the creation of this

RESOLUTIONIMPLEMENTING SECTIONS 3735.65 THROUGH 3735.70 OF THE OHIO REVISED CODE,ESTABLISHING AND
DESCRIBING THE BOUNDARIES OF COMMUNITY REINVESTMENTAREA #2 IN THE CITY OF WATERVILLE, DESIGNATING A
HOUSING OFFICER TOADMINISTER THE PROGRAM, CREATING A COMMUNITY HOUSING COUNCIL ANDCREATING A TAX
INCENTIVE REVIEW COUNCILWHEREAS, the Council of theCity of Waterville (hereinafter “Council”) desires to
pursue allreasonable and legitimate incentive measures to assist and encouragedevelopment in specific
areas of the City of Waterville that have notenjoyed reinvestment from remodeling or new construction;
andWHEREAS, asurvey of housing (a copy of which is on file in the WatervilleMunicipal Building) as
required by Revised Code Section 3735.66 has beenprepared for the area to be included in the proposed
CommunityReinvestment Area (hereinafter “CRA”); andWHEREAS, the maintenance ofexisting and construction
of new commercial and industrial structures insuch area would serve to encourage real property
investments, maintainreal property values, and generate new employment opportunities; andWHEREAS, the
remodeling of commercial and industrial structures or theconstruction of new commercial and industrial
structures in the CRAconstitutes a public purpose for which property exemptions may begranted. NOW,
THEREFORE, BE IT RESOLVED by the Council of the City ofWaterville, Lucas County, Ohio that:SECTION 1.The
area designated asCRA #2 constitutes an area in which real property blight is located,and in which new
construction or repair of existing properties isencouraged.SECTION 2.Pursuant to Revised Code Section
3735.66, CRA#2 is hereby established in the area delineated by the boundary asindicated on the attached
map, which is made a part hereof as if fullyrewritten herein.SECTION 3.Only non-retail commercial and
industrialproperties consistent with the applicable zoning regulations within thedesignated CRA will be
eligible for exemption under this program.SECTION 4.Within the CRA, the percentage of the tax exemption
on theincrease in the assessed valuation resulting from improvements tonon-retail commercial and
industrial real property and the term of thoseexemptions shall be negotiated on a case-by-case basis in
advance ofconstruction or remodeling occurring according to the rules outlined inRevised Code Section
3735.67, but shall not exceed one hundred percent(100%) for up to ten (10) years.Residential properties,
includingmulti-family and single-family, drive-in commercial uses, retail,restaurants, bars, taverns,
carry-out businesses, banks and personaluses are not eligible.The results of the negotiations as
approved bythe Council will be set in writing in a CRA Agreement as outlined inRevised Code Section
3735.671.If remodeling qualifies for anexemption, during the period of the exemption, the dollar amount
of theincrease in market value of the structure shall be exempt from realproperty taxation.If new
construction qualifies for an exemption,during the period of the exemption, the structure shall not
beconsidered to be an improvement on the land on which it is located forthe purpose of real property
taxation.SECTION 5.All com-mercial andindustrial projects are required to comply with the State
applicationfee requirements of Revised Code Section 3735.672 (C) (Currently $750.00to the Treasurer,
State of Ohio).A local annual monitoring fee of onepercent (1%) of the amount of the incentives, or a
minimum of FiveHundred Dollars ($500.00), up to a maximum of Twenty-five HundredDollars ($2,500.00)
annually is required.SECTION 6.To administer andimplement the provisions of this Resolution, the
Director of Financeand Administration is hereby designated as the Housing Officer asdescribed in Revised
Code Sections 3735.65 through 3735.70.SECTION 7.That a “Community Reinvestment Area Housing Council”
shall be created,consisting of two (2) members appointed by the Mayor, two (2) membersappointed by the
Council, and one (1) member appointed by the PlanningCommission.The majority of the members shall then
appoint two (2)additional members who shall be residents of the City of Waterville.Terms of the members
of the Council shall be for three (3) years.Anunexpired term resulting from a vacancy in the Housing
Council shall befilled in the same manner as the initial appointment was made.The CRAHousing Council
shall make an annual inspection of the properties withinthe CRA for which an exemption has been granted
under Revised CodeSection 3735.67.The Housing Council shall also hear appeals underRevised Code Section
3735.70.Revised Code Section 5709.85(A) requiresthe legislative authority granting an exemption from
taxation underRevised Code Section 3735.65 through 3735.70, to create a tax incentivereview council
("TIRC"), which TIRC is required to perform an annualreview of exemptions from taxation
granted pursuant to such sections.The Lucas County Tax Incentive Review Council, whose creation is
herebyapproved, confirmed and ratified, shall serve as the TIRC to the extentpermitted by law.If for any
reason the Lucas County Tax IncentiveReview Council is unable to serve this function, this Council
herebycreates a new TIRC pursuant to Revised Code Section 5709.85(A).A TaxIncentive Review Council
(TIRC) shall be established pursuant to RevisedCode Section 5709.85, and shall consist of three (3)
representativesappointed by the Board of County Commissioners; two (2) representativesof the municipal
corporation, appointed by the Mayor with Councilconcurrence; the County Auditor or designee; and a
representative ofeach affected Board of Education.At least two (2) members must beresidents of the City
of Waterville.The TIRC shall review annually thecompliance of all agreements involving the granting of
exemptions fornon-retail commercial or industrial real property improvements underRevised Code Section
3735.671 and make written recommendations to theCouncil as to continuing, modifying or terminating said
agreements basedupon the performance of the agreements.SECTION 8.The Councilreserves the right to
re-evaluate the designation of CRA # 2, at whichtime Council may direct the Housing Officer not to
accept any newapplications for exemptions as described in Revised Code Section3735.67.SECTION 9.The
Housing Officer or the Housing Officer’sdesignee is hereby authorized and directed, on behalf of the
City, topetition the State Director of Development Services Agency, inaccordance with Revised Code
Section 3735.66, to confirm the findingscontained within this Resolution for the creation of this
CRA.SECTION10.The Clerk of Council shall forward a copy of this Resolution to theLucas County Auditor
for information and reference.SECTION 11.It isfound and determined that all formal actions of the
Council concerningand relating to this Resolution were adopted in an open meeting of thisCouncil, and
