WHEELING, W.Va. (AP) — Two companies are proposing to build ahydroelectric power plant at the
Pike Island Locks and Dam along theOhio River in Wheeling.American Municipal Power and Free FlowPower
Project have submitted competing preliminary permit applicationsfor the project, which must be approved
by the Federal Energy RegulatoryCommission. The project would generate up to 256,000 megawatt-hours
ofelectricity annually.The Intelligencer and Wheeling-News Register(http://bit.ly/1h4FtEs) reports the
commission is accepting publiccomments on the project.The project is being proposed as AmericanElectric
Power prepares to close its coal-fired Kammer Plant nearMoundsville by the end of next year.Columbus,
