PERRYSBURG — Two vacant seats on the Parks and Recreations Advisory Committee were filled last week at
the regular council meeting.
Motions by council to approve the appointment of David Shannon and William Harbauer for the unexpired
vacant terms were approved unanimously by all present, 5-0.
Shannon would be serving for a three year term expiring Dec. 31, 2020.
He is a graphic artist who has been a Perrysburg resident since 1994.
“As a resident of Perrysburg and outdoor enthusiast, I have an interest in the creation, maintenance and
preservation of public outdoor space that all citizens can enjoy,” wrote Shannon in his application.
Shannon was a Boy Scout for seven years and worked at a Boy Scout high adventure camp, giving him
experience in trail design and outdoor facilities management.
Harbauer will serve a three year term expiring Dec. 31, 2021.
He is a branch manager with the Toledo Lucas County Public Library and a resident of Perrysburg since
June of 2014.
His application listed experience with various boards and commissions, including three years experience
on the Wood County District Public Library board and currently serving as a board member of the
Waterville Area Chamber of Commerce.
“I have developed the ability to actively listen and engage with people, as that is part of my occupation
as manager. I make it a priority to work with people as a team to achieve goals. I love our city and
would love to have another opportunity to serve on a commission,” wrote Harbaurer in his application.

Both were at the recreation committee meeting April 9, where Mayor Tom Mackin recommended them for the
positions.
The committee voted 1-0 to recommend Harbaurer for the position. Council member Jonathan Smith abstained
from voting because Harbaurer is Smith’s campaign treasurer.
Harbauer has visited every park in the city and said that parks are a very big part of his life.
Shannon was recommended 2-0 for approval to appoint to the PRAC, stating in his interview that he “likes
parks, particularly the ones along the river and would like to be involved in decisions involving
parks.”
