Sealed bids will be received by the Village Administrator, 25 North Second Street, Village of Waterville,
Ohio 43566, until 2:00 p.m. (local time) on July 9, 2009 for the furnishing of all labor, materials,
tools, equipment, and appurtenances necessary for the construction of the 2009 Paving Program and at that time be
publicly opened and read aloud.
The project consists of pavement planning and asphalt resurfacing on Overlook Drive and Hillside Drive,
spot and gutter replacements, installation of pedestrian curb ramps, and associated work.
The Contract Documents including the construction plans, proposal form and specifications, are on file at
the office of Proudfoot Associates, 5360 Heatherdowns Blvd., Toledo, Ohio 43614, and may be obtained
during normal business hours upon non-refundable payment of $75.00. The Contract Documents will also be
on file in the Builders Exchange of Toledo, 5555 Airport Highway, Suite 140, Toledo, OH 43615.
Bids for the said project must be signed and enclosed in a sealed envelope addressed to the Administrator
of the Village of Waterville and marked 2009
Paving Program
. Each bid must be accompanied by a bid bond, certified check, or bank
cashier’s check payable to the Village in the amount of ten (10%) of the bid as a guarantee that if the
work is awarded to the bidder, he will, within fifteen (15) days of the date of such award, enter into a
proper and acceptable contract, otherwise, said amount accompanying his bid will be forfeited to the
Village of Waterville, Ohio, as liquidation damages.
Bids received after the scheduled Bid opening date and time, or not accompanied by a satisfactory Bid
Bond or check, will neither be read nor considered.
Bidders must comply with the Prevailing Wage Rates on Public Improvements in Lucas County, as determined
by the Ohio Bureau of Employment Services, Wage and Hour Division, (614) 644-2239.
Bidders shall submit with their Bid the affidavit required under Ohio Revised Code Section 5719.042 that
the bidder was not charged with any delinquent personal property taxes in Lucas County, Ohio. (Contract

The successful bidder will be required to submit a Performance Bond, Maintenance Bond, Certificates of
Insurance, and complete Homeland Security DMA Form and ORC Section 3517.13 Affidavit.
The Village of Waterville reserves the right to reject any or all bids, to waive any irregularities in
any bid, and to accept any bid which is deemed to be the most favorable to the Village. The Village also
reserves the right to add or subtract from the quantities shown in the proposal.
