To the Editor: Will BG's Fourth Ward be represented rest of 2013?

Will the Fourth Ward be represented in City Council this year?
Last month my husband and I received a letter from Greg Robinette, our Fourth Ward city council member with an enclosed second page from Theresa Charters Gavarone, Mr. Robinette's chosen successor to run for his seat next year. Apparently Mr. Robinette is a Colonel in the Ohio Army National Guard, and will be leaving for an overseas deployment soon and will not return until March of 2014.
Mr. Robinette explained why he would not be running for a second term: he would miss the first two months of 2014 and also he would not be permitted by law to campaign for the seat, which would put him at a disadvantage in retaining the seat.
What we don't understand, is who will be representing the Fourth Ward for the rest of the year, and the first three months of 2014? Mr. Robinette does not mention anything about what will be done for the rest of 2013. From what I can gather, Mr. Robinette will leave the country and nobody will be appointed to represent the Fourth Ward. Why? Also, will Mr. Robinette continue to collect his city paycheck? While I do appreciate Mr. Robinette's service in the Ohio National Guard, I also expect to have the representation that I, as a taxpayer, am paying for.
In addition, with Mr. Robinette leaving, there will be only 6 City Council members for the remainder of the year. This raises the possibility of tied votes on issues which would impede city business.
With all this said, I am requesting that the City Council appoint a replacement for Mr. Robinette for the remainder of 2013 so the Fourth Ward will continue to have representation.
