NORTHWOOD - Progress on the demolition of the Woodville Mall is moving slowly.
According to Northwood Police Chief Thomas Cairl, court-ordered fencing at the site is incomplete, and the submission of plans and the acquisition of certain permits has yet to take place.
"They've started putting the fence up, they're not complete," said Cairl.
Abatement plans were to have been submitted to the City Engineer's office before Sept. 30, and the fence was to have been completed by Tuesday, according to a court order issued early last month by Wood County Judge Reeve Kelsey.
"It is a work in progress for them," said Cairl, who noted that the fencing was not expected to be completed for another two days or so.
"Other than that, they still haven't acquired their demolition permit, which is, to my understanding, in the works on their end."
"Basically we're waiting for them to acquire the right documents," he added later.
Cairl said he understood a permit has been acquired from Wood County for the work, but the demolition permit and a zoning permit, as well as a bond, required by the city before work can start have yet to be issued.
Cairl said that a man named Wayne Jahada had contracted with the owners of the mall, Ohio Plaza Shopping Center LLC and its officer, Soleyman Ghalchi of Great Neck, N.Y., to do the demolition work.
The order to demolish the mall was issued last month, with the entire project to be completed by May 2, 2014. Along with the order, the city was awarded a total of $2.45 million from Ohio Plaza and the mall's previous owner, Woodville Mall Realty.
The 90-acre mall site was closed for good in 2012 as the result of an injunction issued in response to a complaint from the City of Northwood and the Wood County Health Department.
At that time, court documents alleged "serious hazards" at the site, including large holes in the roof, numerous leaks and standing water, mold, mildew, non-functioning fire sprinklers, no heat, and buckling floors.
Since its closure, the mall had also been the target of vandalism.
