Sealed Bids for the furnishing of the necessary
materials and construction of theWOO- 64- 3.56 POE
ROAD/HASKINS ROAD
INTERSECTION
IMPROVEMENTS will be received by the City of Bowling Green, Ohio at the
office ofthe Municipal Administrator,in the City Administrative ServicesBuilding, 304 North
ChurchStreet, until 2:00 P.M. EASTERN STANDARD TIME
TUESDAY, DECEMBER 10, 2013 and at that time
and place will be publicly opened and read aloud. Theproject involves improvement to the intersection of
SR 64 (Haskins Rd.)and Poe Rd. The Work consists of widening SR 64 to include left turnlanes north and
south of the intersection and resurfacing on Poe Rd.Workincludes new and resurfaced pavement, traffic
signal systemupgrades, and sidewalks and curb ramps along the project corridor. Theproject is funded in
part by a Federal Highway Administration federalfunding program administered by the Ohio Department of
Transportation.Only pre-qualified contractors are eligible to submit bids for thisPROJECT.
Pre-qualification status must be in force at the time of bid, at the time of award, and
through the life of the construction contract
.The contract documents, including drawings
and specifications, are onfile at the office of the City Engineer, Second Floor, CityAdministrative
Services Building, 304 North Church Street, BowlingGreen, Ohio. A set may be obtained by depositing
$50.00. Checks shall be made payable to the City of Bowling Green, Ohio. The full amount of the deposit
for the first set of documents obtained will be refunded to each bona fide bidder or vendor who returns
the completed documents in good condition withinten (10) days after the opening of bids. The full amount
of the depositwill be returned to each non-bidder who returns the documents in goodcondition prior to
the bidding date. Additional copied (in excess ofone) of the Contract Documents may be purchased at
$50.00 each. No refund will be allowed for the return of the said additional copies. Should a bidder
prefer to receive bid documents via UPS/Fed Ex,arrangements must be made by that bidder for pickup and
all necessaryitems such as but not limited to, shipping labels, envelopes, etc. to bedelivered to the
City of Bowling Green with all pertinent mailinginformation. Otherwise, bid packets will be mailed by
USPS. All bidsmust be signed and submitted on the blanks which are bound in thespecifications. Bid
blanks shall not be removed from the specifications.Bids shall state the unit prices on the blanks
provided therefor; shallbe enclosed in a sealed envelope marked – WOO-64-3.56 POE

and addressed to the Municipal Administrator,

43402. Each bid must contain the name of everyinterested person, firm, or corporation, and be
accompanied by a bidguaranty to the City of Bowling Green as described in the contractdocuments. The bid
guaranty may be of two forms: 1. A Bid Guaranty andContract Bond in the amount of 100% of the bid using
the forms providedin the specifications. (The amount of the bid does NOT have to appear onthis form.) 2.
A certified check, cashier’s check or letter of creditin favor of the City of Bowling Green in the
amount of 10% of the bid.If the contract is awarded, a Contract Bond will be required, whichis a100%
payment and performance bond. The successful bidder will berequired to submit an affidavit to the City
Finance Director that hehas no delinquent personal property taxes charged against himon thegeneral tax
list of personal property in Wood County, Ohio, at the timethis bid was submitted. Bids received after
the scheduled bid openingdate and time, or not accompanied by a satisfactory bid guaranty, willneither
be read nor considered. The Successful Bidder and any and allSub-Contractors must comply with federal
prevailing wage rates pursuantto the Davis-Bacon Act and applicable provisions of Ohio Revised
Code,Chapter 4115, and will be required to enter into a separate PublicImprovement Agreement with the
OWNER prior to the execution of theContract Documents. A sample copy of said Public Improvement
Agreementis included in the bid documents. The City of Bowling Green, Ohio,reserves the right to reject
any and all bids, to waive any irregularityin any bid, and to determine the lowest and best bidder. No
bidder maywithdraw hisbid for a period of 60 days after the scheduled closingtime for the receipt of
bids. The City of Bowling Green reserves theright to award only the base bid items or base bid items
