NOW,THEREFORE, BE IT ORDAINED BY THECOUNCIL OF THE CITY OF BOWLINGGREEN, COUNTY OF
WOOD, AND STATE OFOHIO:SECTION1: That Section 100.05 of the Codified Ordinancesof the City ofBowling Green,
Ohio is hereby created and adoptedtoread as

HYDRAULIC
FRACTURINGAKA
FRACKING A.No person shall, within the corporate boundaries of the City
ofBowling Green, use the drilling technique known as hydraulicfracturing, sometimes known as fracking, or
use a similar waterpressured technology, when drilling for oil, natural gas, or otherminerals, with the
exception of drillingfor fresh water or groundwater.B.No person shall, within the corporate boundaries of
theCity ofBowling Green, store in wells or other outdoor locations brineorliquid waste generated by fracking
operations.C.Any person whoviolates the provisions of this section shall beguilty of amisdemeanor of the
first degree, with each dayconstituting a separateoffense.SECTION2: This ordinance shall take effectas
anemergency measure. Thereason for the emergency is the prompteffectiveness of this measure is necessary in
order to preserve andprotect the stability of the underground utilities which constitutetheCity’s utility
system, including, but not limited to, water,sewer,and electric, and thereby protect the public health,
