INVITATION TO BID Sealed Bids for the purchase of one (1) 2013 Survey Vehicle and the trade-in of one (1) 1998 Chevrolet Suburban vehicle will be received by the City of Bowling Green, Ohio at the office of the Municipal Administrator, 304 North Church Street, Bowling Green until 2:00 P.M. EASTERN STANDARD TIME TUESDAY, OCTOBER 1, 2013 and at that time and place will be publicly opened and read aloud. Detailed specifications and bid documents for the above are on file at the office of the Municipal Administrator in the City Administrative Services Building, 304 North Church Street, Bowling Green, Ohio, and copies thereof are available for all interested parties. All bids must be signed and submitted on the Bid Form which is part of the specifications. The Bidder is advised that the City reserves the right to award one or separate contracts for (1) the purchase of the new vehicles and the trade-in of the used vehicles, (2) the retention of one or all of the used vehicles by the City, or (3) any combination thereof. Each bid must contain the name of every interested person, firm, or corporation, and be accompanied by a Bid Bond or Certified Check on a solvent bank in the amount of 5% of the bid, payable to the City of Bowling Green, to guarantee that if the bid is accepted a contract will be entered into and its performance properly secured; and be accompanied by a properly executed Non-Collusion Affidavit. The successful bidder will be required to submit an affidavit to the City Finance Director that he or she has no delinquent personal property taxes charges against him or her on the general tax list of personal property in Wood County, Ohio, at the time this bid was submitted. The City of Bowling Green, Ohio, reserves the right to reject any and all bids, to waive any irregularity in any bid, and to determine the lowest and best bidder. INVITATION TO BID SEALED BIDS for the furnishing of the necessary materials and construction of the ROSSFORD TREE STREET AREA SANITARY SEWER IMPROVEMENTS - PIPE LINING NORTHWESTERN WATER AND SEWER DISTRICT will be received by the Northwestern Water and Sewer District at the office of Executive Director, 12560 Middleton Pike, P.O. Box 348, Bowling Green, Ohio 43402 until 11:00 a,m. (Local Time) Tuesday, October 8, 2013 and at that time and place will be publicly opened and read aloud. The scope of work consists of rehabilitation by CIPP lining of approximately 3,750 lineal feet of 8" and 1,590 lineal feet of 10" sanitary sewers and lining approximately 225 vertical feet of existing manholes. Bids must state the unit prices in the blanks provided and be enclosed in a sealed envelope marked --- Rossford Tree Street Area Sanitary Ewer Improvements - Pipe Lining --- and addressed to the Northwestern Water and Sewer District, 12560 Middleton Pike, P.O. Box 348, Bowling Green, Ohio 43402. The bid guaranty may be of two forms: 1. A Bid Guaranty and Contract Bond using the form in the Contract Documents. (The amount of the bid does NOT have to appear on this form.) 2. A certified check, cashier's check or letter of credit in favor of the Northwestern Water and Sewer District, in the amount of 10% of the bid. If the contract is awarded, a Contract Bond will be required, which is a 100% payment and performance bond. This procurement is subject to the EPA policy of encouraging the participation of small businesses in rural areas (SBRAs). After the award of the contract let by competitive bid and prior to the time the contract is entered into, bidders shall submit the affidavit required under the Ohio Revised Code, Section 5719.042 that the bidder was not charged with any delinquent personal property taxes in Wood County, Ohio and an Affidavit regarding Child Support pursuant to the Board of Trustees Resolution No. 94- 16. The successful bidder will be required to pay not less than the highest applicable minimum wage rates as established by the federal Davis-Bacon Wage Determinations issued by the U.S. Department of Labor. The Northwestern Water and Sewer District may reject any or all bids on any basis and without disclosure of a reason. The failure to make such a disclosure shall not result in accrual of any right, claim, or cause of action by an unsuccessful bidder against the District. The Board of Trustees reserves the right to waive any irregularities in the form of a bid that do not affect or destroy competitive bidding. In no case will an award be made until all necessary investigations are made as to the qualifications of the bidder to whom it is proposed to award a contract. No bidder may withdraw his bid for a period of 60 days after the scheduled closing time for the receipt of bids.
