001 LEGALINVITATION TO BID SEALED BIDS
for the furnishing of the necessary materials and construction of the
WASTEWATER TREATMENT PLANT CONCRETE PAVEMENT
REPLACEMENT
will be received by the City of Bowling Green, Ohio at the office ofthe Director
of Utilities, in the City Administrative Services Building,304 North Church Street, until 2:00 PM
DAYLIGHTSAVINGS TIME WEDNESDAY,SEPTEMBER 11, 2013 and at that time and place will be publicly opened and
read aloud. Theproposed work consists of saw cutting, removal or existing and placing1,187 square yards of
ODOT Item 452, 8” thick, providing ODOT Item 304necessary for leveling subgrade and installation of one City
of BowlingGreen 4-1 catch basin, including all required appurtenances andaccessories and restoration of
disturbed areas as required, includingall work specified herein. The contract documents, including
drawingsand specifications, are on file at the office of the City Engineer, CityAdministrative Services
Building, 304 North Church Street, BowlingGreen, Ohio.A set may be obtained by depositing $50.00.Checks
shall be made payable to the City of Bowling Green, Ohio. The full amount of the deposit for the first set
of documents obtained will be refunded to each bona fide bidder or vendor who returns the completed
documents in good condition withinten (10) days after the opening of bids.The full amount of the depositwill
be returned to each non-bidder who returns the documents in goodcondition prior to the bidding date.
Additional copies (in excess ofone) of the Contract Documents may be purchased at $50.00 each.No refund will
be allowed for the return of the said additional copies. Should a bidder prefer to receive the bid documents
via UPS or FedEx,arrangements must be made by that bidder to arrange for all necessaryitems such as, but not
limited to mailers, envelopes, etc. to bedelivered to the City of Bowling Green with all pertinent
mailinginformation.Otherwise, all bid packets will be mailed by USPS. Allbids shall be signed and submitted
on the blanks which are bound in thespecifications.Bid blanks shall not be removed from
thespecifications.Bids shall state the unit prices on the blanks providedtherefor; shall be enclosed in a
sealed envelope marked—WASTEWATERTREATMENT PLANT CONCRETE PAVEMENT REPLACEMENT–and addressed to
theDirector of Utilities, City Administrative Services Building, 304 NorthChurch Street, City of Bowling
Green, Ohio43402. Each bid must containthe name of every interested person, firm, or corporation and
beaccompanied by a bid guaranty to the City of Bowling Green as describedin the contract documents. The bid
guaranty may be of two forms: 1.ABid Guaranty and Contract Bond in the amount of 100% of the bid usingthe
forms provided in the specifications.(The amount of the bid does NOT have to appear on this form.) 2.A
certified check, cashier’s check orletter of credit in favor of the City of Bowling Green in the amount
of10% of the bid.If the contract is awarded, a Contract Bond will berequired, which is a 100% payment and
performance bond. The SuccessfulBidder will be required to submit an affidavit to the City FinanceDirector
that he has no delinquent personal property taxes chargedagainst him on the general tax list of personal
property in Wood County,Ohio, at the time this Bid was submitted. Bids received after thescheduled bid
opening date and time, or not accompanied by asatisfactory bid guaranty, will neither be read nor
considered. TheSuccessful Bidder and any and all Sub-Contractors must comply with theprovisions of the Ohio
Revised Code, Chapter 4115, and will be requiredto enter into a separate Public Improvement Agreement with
the OWNERprior to the execution of the Contract Documents.A sample copy of saidPublic Improvement is
included in the Appendix. The City of BowlingGreen, Ohio reserves the right to reject any and all bids and
to waiveany irregularity in any bid and to determine the lowest and best bidder.No bidder may withdraw his
bid for a period of 60 days after thescheduled closing time for the receipt of bids.The City of BowlingGreen
reserves the right to award only the base bid items or base biditems along with the alternate bid items
