rights and obligations to an infant female child born on March 21, 2002,

Virginia, and to grant the adoption of the child.
And, it appearing
that the location and whereabouts of the biological father are unknown
to the Petitioners and that the biological father has abandoned the
female child, it is,
ORDERED that any person who admits,
acknowledges, or otherwise wishes to declare his parental rights to said
child, including any Native American heritage, should file an answer
with the Honorable Judge David W. Hummel, Jr. Circuit Judge of Marshall
County, Marshall County Courthouse, 600 Seventh Street, Moundsville,
West Virginia 26041 to assert or otherwise to defend his rights, within
thirty (30) days after the date of the first publication of this Order,
as required by West Virginia Code, Section 48-22-602, and West Virginia Code, Section 59-3-1 et.seq.
The Court does further.
ORDER that the failure to appear and to
respond within the required time will result in no further notice and in
the loss of the ability to appear as provided by statute and the
termination of all paternal rights to the child.
