ADVERTISEMENT FOR BIDS NORTHWESTERN WATER & SEWER DISTRICT SANITARY SEWER #100 MASTER METER IMPROVEMENTS Sealed Bids for Sanitary Sewer #100 Master Meter Improvements will be received by the Northwestern Water & Sewer District, at the District office, 12560 Middleton Pike, Bowling Green, Ohio 43402, until 11:00 am, local time, on April 30, 2013, at which time they will be publicly opened and read. In general, the work consists of the installation of flow monitoring equipment in three existing manholes complete with all telemetry and communication equipment, programming and electrical work, the construction of 130 lineal feet of 12-inch sanitary sewer and associated manholes, and the re-construction and modification of one sanitary sewer manhole. Copies of the Bidding Documents may be examined at the above office, or at the office of Jones & Henry Engineers, Ltd., 3103 Executive Parkway, Suite 300, Toledo, Ohio 43606, (419) 473-9611, without charge. Copies of Bidding Documents and Contract Documents may be obtained from Newfax Corporation, 333 W. Woodruff Avenue, Toledo, Ohio 43604, Phone (419) 241-5157, Fax (419) 241-2018. A non- refundable fee will be required for each set of Bidding Documents and Contract Documents provided by Newfax Corporation. Checks shall be made payable to Newfax Corporation. Neither Owner nor Engineer has any responsibility for the accuracy, completeness or sufficiency of any bid documents obtained from any source other than the source indicated in these documents. Obtaining these documents from any other source(s) may result in obtaining incomplete and inaccurate information. Obtaining these documents from any source other than directly from the source listed herein may also result in failure to receive any addenda, corrections, or other revisions to these documents that may be issued. Bids must be submitted on the forms bound herein, must contain the names of every person or company interested therein, and shall be accompanied by either a Bid Guaranty and Contract Bond in the amount of 100% of the amount bid with satisfactory corporate surety, or by a certified check on a solvent bank in the amount of not less than 10% of the amount of the Bid, subject to conditions provided in the Instructions to Bidders. The successful bidder will be required to furnish satisfactory Performance Bond and Maintenance and Guarantee Bond in the amount of 100% of the Bid. The Contractor shall be required to pay not less than the prevailing wage rates established by the federal Davis-Bacon Wage Determinations issued by the U.S. Department of Labor. Any Bid may be withdrawn prior to the scheduled closing time for receipt of Bids, but no bidder shall withdraw his Bid within 90 days after the actual opening thereof. This procurement is subject to the EPA policy of encouraging the participation of small business in rural areas (SBRAs). The successful bidder will be required to complete the “Declaration Regarding Material Assistance/Non- Assistance to a Terrorist Organization” (DMA) in accordance with ORC Section 2909.32 and 2909.33. The Owner reserves the right to reject any or all Bids, waive irregularities in any Bid, and to accept any Bid which is deemed most favorable to the Owner. INVITATION FOR BIDS Residential Refuse and Recycling Sealed bids will be accepted by the Municipal Administrator, 25 North Second Street, City of Waterville, Ohio, 43566 until 2:00 pm E.D.T., April 16, 2013 for a contract to provide the collection of refuse and recyclables from residences and to provide waste hoppers and roll off boxes at various municipal facilities. The contract will be for services including weekly collection and disposal of residential refuse from approximately 2,036 locations in accordance with the City of Waterville Rules and Regulations for Refuse Collection. Specifications are on file at the office of the office of the Municipal Administrator located at 25 North Second Street, and can be picked up from same at no charge. Each bid must contain the full name and address of the bidder and the amount of compensation for which it will contract with the City of Waterville and its residents to perform said services. The bid shall be accompanied by a certified or cashier's check or a bid bond in the amount of Ten Percent (10%) of the total bid amount for Year One, payable to the City of Waterville as a guarantee that, if the bid is accepted, a contract will be entered into between the successful bidder and the City. Bids received after the scheduled bid opening date and time or not accompanied by a satisfactory check or bid bond will neither be read or considered. Bids should be submitted on the appropriate bid form. Each bid shall be signed and enclosed in a sealed envelope marked “REFUSE AND RECYCLING BID” and addressed to the Municipal Administrator, City of Waterville. Bidders shall submit with their Bid the affidavit required under Ohio Revised Code Section 5719.042 that the bidder was not charged with any delinquent personal property taxes in Lucas County, Ohio. The successful bidder will be required to submit a Performance Bond, Certificates of Insurance, and Affidavit for compliance with ORC Section 3517.13 prior to contract execution. The City of Waterville reserves the right to reject any and all bids, to waive any irregularities in any bid, and to accept any bid that is deemed to be in the most favorable to the City. Each bid must contain the name of every interested person, firm, or corporation, and be accompanied by a Bid Bond or Certified Check on a solvent bank in the amount of 5% of the bid, payable to the City of Bowling Green, to guarantee that if the bid is accepted a contract will be entered into and its performance properly secured. Bids not accompanied by a certified check or bond in the amount stated above, or received after the above time and date, will neither be read nor considered. The successful bidder will be required to submit an affidavit to the Finance Director that he or she has no delinquent personal property taxes charges against him or her on the general tax list of personal property in Wood County, Ohio, at the time this bid was submitted. The City of Bowling Green, Ohio, reserves the right to reject any and all bids, to waive any irregularity in any bid, and to determine the lowest and best bidder.
