INVITATION TO BID SEALED BIDS for the furnishing of the necessary materials and construction of the 100 AREA WATER SYSTEM IMPROVEMENTS NORTHWESTERN WATER AND SEWER DISTRICT will be received by the Northwestern Water and Sewer District, 12560 Middleton Pike, Bowling Green, Ohio 43402 until 11:00 a.m. (Local Time) Tuesday, March 25, 2014 and at that time and place will be publicly opened and read aloud. The scope of work consists of the installation of 1,150 lineal feet of 12" PVC waterline, 245 lineal feet of 8" waterline, fire hydrants, and gate valves. As part of this project, numerous waterline abandonments will be necessary, including removal of fire hydrants, gate valves, and other miscellaneous appurtenances. General restoration includes asphalt pavement replacement, sidewalks, curb, and seeding and mulching. ORDINANCE NO. 8318 Passed March 3, 2014 ORDINANCE AUTHORIZING THE SALE OF THE FORMER RIDGE STREET SCHOOL PROPERTY GENERALLY KNOWN AS 225 RIDGE STREET FOR THE SUM OF $1.00, INCLUDING CERTAIN CONDITIONS WITH RESPECT TO SAID SALE, AND DECLARING AN EMERGENCY NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF BOWLING GREEN, COUNTY OF WOOD, AND STATE OF OHIO. SECTION 1: That the Mayor of the City of Bowling Green is hereby authorized to execute a deed transferring real estate currently titled in the name of the City of Bowling Green and generally known as the former Ridge Street School at 225 Ridge Street, Bowling Green, Ohio to Midwest Environmental Control, Inc. or its assigns, for the sum of $1.00 and to execute any other documents necessary be effectuate said transfer, it being in the best interest of the City of Bowling Green that said transfer take place. Furthermore, the deed transferring the parcel shall include restrictions that all improvements at the site be demolished and removed and the site graded to sidewalk level with dirt and then seeded to grass no later that June 1, 2014, and that Midwest Environmental Control, Inc. or its assigns shall comply with all the City of Bowling ordinance and regulations related to the demolition of buildings and structures. SECTION 2: This ordinance shall take effective as an emergency measure. The reason for the emergency is the prompt effectiveness of this measure is necessary in order to facilitate the timely demolition of the former Ridge Street School which currently sits at this site, the building have become a public safety hazard for the reason that unwanted occupants and trespassers can roam through the site, and the condition of the building is such that public safety and health are threatened by the existence and location of hazardous materials such as asbestos on the site, and the City does not have the means nor the expertise to mitigate the safety hazard and nuisance conditions that exist, and accordingly, the immediate effectiveness of this measure is necessary in order to protect the public health, safety and well-being of our citizens. RESOLUTION NO. 3561 Passed Mar 3, 2014 RESOLUTION ADOPTING AND AUTHORIZING AN AMENDED COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) HOUSING POLICY & PROCEDURES MANUAL WHEREAS, the City of Bowling Green, an Entitlement community, receives Community Development Block Grant (CDBG) funding to provide (in part) housing assistance to city residents: and WHEREAS, a copy of said manual has been provided to the CDBG funding source, the U.S. Department of Housing and Urban Development, Columbus Field Office and met with positive response; and WHEREAS, the U.S. Department of Housing and Urban Development looks to the local community to make amendments to said manual where needed; and NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF BOWLING GREEN, OHIO: SECTION 1:Given that said manual assists staff in delivering quality complaint programming to local residents, the Council of the City of Bowling Green does hereby approve the proposed amendments to the CDBG Housing Policy & Procedures Manual by the City of Bowling Green. RESOLUTION NO. 3562 Passed Mar. 3, 2014 RESOLUTION ADOPTING THE BOWLING GREEN FIRE DIVISION STANDARDS OF COVER FOR 2014 WHEREAS, the City is authorized to establish, organize, equip and maintain a fire division; and WHEREAS, Bowling Green Fire Division developed a Standards of Cover that consolidates Bowling Green Fire Division's service level objectives to guide its future planning and resource development; and WHEREAS, the Bowling Green Fire Division has applied for accreditation through the Commission on Fire Accreditation International (CFAI); and WHEREAS, the CFAI requires that the City officially adopt Bowling Green Fire Division Standards of Cover by formal resolution.
