appurtenances. General restoration includes asphalt pavement
replacement, sidewalks, curb, and seeding and mulching.

demolished and removed and the site graded to sidewalk level

2: This ordinance shall take
effective as an emergency measure. The reason for the emergency is
the
prompt effectiveness of this measure is necessary in order to
facilitate the timely demolition of the former Ridge Street School
which currently sits at this site, the building have become a public
safety hazard for the reason that unwanted occupants and trespassers
can roam through the site, and the condition of the building is such
that public safety and health are threatened by the existence and
location of hazardous materials such as asbestos on the site, and
the
City
does not have the means nor the expertise to mitigate the
safety
hazard and nuisance conditions that exist, and accordingly,
the
immediate effectiveness of this measure is necessary in order to
protect the public health, safety and well-being of our citizens.

The scope of work consists of the
installation of 1,150 lineal feet of 12" PVC waterline, 245 lineal feet
of 8" waterline, fire hydrants, and gate valves. As part of this
project, numerous waterline abandonments will be necessary, including
removal of fire hydrants, gate valves, and other miscellaneous
appurtenances. General restoration includes asphalt pavement
replacement, sidewalks, curb, and seeding and mulching.
The contract
documents, including plans and specifications, are on file at the office
of the Northwestern Water and Sewer District and the Engineer —
Poggemeyer Design Group, Inc. (PDG).

The bid guaranty may be of
two forms:
1. A Bid Guaranty and Contract Bond using the form in the
Contract Documents.
(The amount of the bid does
NOT have to

2. A certified check, cashier’s check or
letter of credit in favor of the Northwestern Water and Sewer District
in the amount of 10% of the bid.
If the contract is awarded, a Contract
Bond will be required, which is a 100% payment and performance bond.
This procurement is subject to the EPA policy of encouraging the
participation of small businesses in rural areas (SBRAs).
After the
award of the contract let by competitive bid and prior to the time the
contract is entered into, bidders shall submit the affidavit required
under the Ohio Revised Code, Section 5719.042 that the bidder was not
charged with any delinquent personal property taxes in Wood County,
Ohio.
The successful bidder will be required to pay not less than
the highest applicable minimum wage rates as established by the federal
Davis-Bacon Wage Determinations issued by the U.S. Department of Labor.
No bidder may withdraw his bid for a period of 60 days after the
scheduled closing time for the receipt of bids.
This project is being
partially funded with Ohio EPA Water Supply Resolving Loan Account
(WSRLA) funds.
The estimated cost of construction is $315,000.

Environmental Control, Inc. or its assigns,
for the sum of $1.00 and to
execute any other documents necessary be
effectuate said transfer, it

transfer take place. Furthermore, the
deed transferring the parcel
shall include
restrictions that all improvements at the
site be
demolished and removed and the site graded to sidewalk level
with dirt
and then seeded to grass no later that June 1, 2014, and
that Midwest
Environmental Control, Inc. or its
assigns shall comply with all the
City of Bowling ordinance and
regulations related to the demolition of
buildings and structures.
SECTION
2: This ordinance shall take
effective as an emergency measure. The reason for the emergency is
the
prompt effectiveness of this measure is necessary in order to
facilitate the timely demolition of the former Ridge Street School
which currently sits at this site, the building have become a public
safety hazard for the reason that unwanted occupants and trespassers
can roam through the site, and the condition of the building is such
that public safety and health are threatened by the existence and
location of hazardous materials such as asbestos on the site, and
the
City
does not have the means nor the expertise to mitigate the
safety
hazard and nuisance conditions that exist, and accordingly,
the
immediate effectiveness of this measure is necessary in order to
protect the public health, safety and well-being of our citizens.
