INVITATION TO BID SEALED BIDS for the furnishing of the necessary materials and construction of the ROSSFORD PHASE I WATERLINE IMPROVEMENTS NORTHWESTERN WATER AND SEWER DISTRICT will be received by the Northwestern Water and Sewer District, 12560 Middleton Pike, Bowling Green, Ohio 43402 until 10:00 a.m. (Local Time) Tuesday, March 12, 2013 and at that time and place will be publicly opened and read aloud. The scope of work consists of various water distribution system upgrades within the City of Rossford. Included in this project are seven (7) individual waterline projects within the city which include a total of approximately 3,380 lineal feet of 12”, 1,640 lineal feet of 10”, and 2,150 lineal feet of 6” water main as well as 183 meter pits and approximately 5,600 lineal feet of 1” service lines, hydrants, gate valves, and general restoration, including asphalt, curb, and sidewalks. The contract documents, including plans and specifications, are on file at the office of the Northwestern Water and Sewer District and the Engineer -- Poggemeyer Design Group, Inc. (PDG). If the contract is awarded, a Contract Bond will be required, which is a 100% payment and performance bond. This procurement is subject to the EPA policy of encouraging the participation of small businesses in rural areas (SBRAs). After the award of the contract let by competitive bid and prior to the time the contract is entered into, bidders shall submit the affidavit required under the Ohio Revised Code, Section 5719.042 that the bidder was not charged with any delinquent personal property taxes in Wood County, Ohio. The successful bidder will be required to pay not less than the highest applicable minimum wage rates as established by the federal Davis-Bacon Wage Determinations issued by the U.S. Department of Labor. Northwestern Water and Sewer District reserves the right to reject any and all bids and to waive any irregularity in any bid and to determine the lowest and best bidder. No bidder may withdraw his bid for a period of 60 days after the scheduled closing time for the receipt of bids. This project is being partially funded with Ohio EPA WPCLF funds. The estimated cost of construction is $1,268,000. The estimated cost of construction for Section A is $260,000; Section B is $89,000; Section C is $310,000; Section D is $335,000; Section E is $61,000; Section F is $145,000; and Section G is $68,000.
