PERRYSBURG - As a new automated refuse collection system is preparing to roll in the city, council Tuesday night moved toward the continuance of a long-standing trash levy.
A resolution "declaring the necessity of levying a tax for refuse collection" was given a first reading at the meeting. The measure will likely be put to a vote at the next council meeting.
The two-year, 1-mill levy, generating roughly half of the operating budget for the refuse and recycling services, would appear again on the November ballot. The measure has been passed in the city every two years since 1987 - a total of 13 times - at the same rate.
The levy would collect about $580,000 per year, meaning a cost of roughly $30 per year for the owner of a $100,000 home.
Beginning the week of April 22 - Earth Day - the city will roll out its new refuse and recycling service, using automated trucks and large, wheeled toters for trash and recycling. The service is expected to save the city about $300,000 per year and will allow for a reduced refuse staff, though positions will only be lost through attrition.
In other business, council:
• Gave a first reading to an amendment to the 2013 budget, authorizing changes to the appropriations. Such an amendment is passed each year.
• Authorized a $28,080.15 renewal agreement with ProPhoenix for maintenance and technical support for the specialized software used by the Police Division. The system, which is proprietary, had previously drawn criticism from some on council for being too expensive, and for increasing incrementally in price each year. However, it has also been recognized that the expense of canceling the software and finding another provider would also be very costly. The measure passed unanimously.
• Authorized a $6,463.74 agreement with Toledo Edison for electrical work at Rotary Park.
• Held a public hearing prior to the meeting concerning a proposed amendment to signage for businesses in the city.
• Approved sidewalk leases for outdoor seating at the Stella's and O-Deer Diner restaurants in the downtown.
• Approved agreements with the Perrysburg Youth Soccer Association, the Perrysburg Soccer Club, and the Perrysburg Amateur Baseball and Softball Commission for the use of city athletic fields.
• Heard from Molly Mack, Perrysburg Township, who introduced herself to the board as a candidate for Perrysburg Municipal Court judge. Mack will be running against C. Drew Griffith and Aram Ohanian in the May 7 GOP primary for the seat.
• Heard that the dates of the April council meetings have been changed to April 9 and April 23.

OK, just what exactly is this levy for? This levy was passed in 1987 so that Perrysburg would retain its own employees as trash collectors and not subcontract with a private firm. This levy paid the difference in cost between the options. If it had not passed, the city would have privitized trash collection and continued to fund it out of the general fund. It now appears that we are cutting back the workforce, saving money, but the city still wants to double tax us for trash collection. Mr. Grayson, what will happen if this levy does not pass?

What savings is this new fangled trash system giving the taxpayers? We didn't get a say in this new system and now you want us to pay the same as we have been while the city saves money and eliminates jobs while high unemployment is still a huge problem. And on top of that you want money for a transporation system most taxpayers don't use and just this week we were hit with Perrysburg Schools wanting another Taj Mahal school to be paid for with yet another levy. When does it stop? I guess it's time to think about moving from Tax City aka Perrysburg.
