N.Baltimore sewer vote is stalled |

NORTH BALTIMORE - A planned vote by village council Tuesday to advertise for bids for completion of the second phase of its sewer separation project was delayed. "I am struggling a little bit with why this needs to be done immediately as an emergency," asked Mayor Mike Julien. At Tuesday's meeting and at a previous meeting, council members have expressed concern over finalizing details of the project before moving forward. "It seems like we don't have, as we talked about at our last meeting, the whole picture," Julien said. Julien said that if the goal is to begin installation this year, crews will run into colder weather which was problematic during the first phase of the project. But, one incentive for moving the project forward, he said, is that if the village can lock in project bids before June, it could borrow money at a lower interest rate.
Following discussion and questions from council, members agreed to give the legislation the first of three readings. Had it been passed as an "emergency," it would have given council the authority to pass it after one reading. The second phase of the sewer project, to be completed on the village's north side, has been estimated to cost between $10 and $12 million. Also at the meeting, Council: •Received word that repaving of Eagleville Road will be completed by May 26. Henry Township, with the village's consent, awarded a bid to Gerken Paving, Napoleon, to complete the project for $96,038. North Baltimore will pay 40 percent of the cost and Henry Township, 60 percent. •Heard from Police Chief Allan Baer that two part-time officers have resigned from the department following career advancement opportunities. Baer said he will need to hire two more officers to bring the part-time staff up to seven.
