N.Baltimore hires new village manager

NORTH BALTIMORE – North Baltimore hired a new village administrator on Tuesday.
Council, by a 5-1 with Aaron Patterson casting a "no" vote, agreed to hire Donna Dettling to
replace retiring village administrator Kathy Healy.
Dettling will be paid $70,000 annually and is set to begin Aug. 11.
Dettling has served as village manager for the village of Dexter, Michigan, for the last 14 years.
"What I am hoping is going to happen is I am going to be able to do what I did in Dexter,"
Dettling said after Tuesday’s special meeting. "I was ready for an opportunity to challenge myself
in that way again."
She lives in Gregory, Michigan, but said she plans to re-locate to North Baltimore.
Prior to serving as village manager in Dexter, she was the assistant administrator for Archbold for six
years and worked in the finance/personnel department in Defiance for 10 years. She has 28 years
experience in local government.
Patterson’s "no" vote on her hiring came after he expressed concern over not seeing her
employment agreement with the village until just before Tuesday’s meeting. He also questioned the
accuracy of Dettling’s health care provision in the agreement.
In addition to her salary, Dettling will receive a $200 monthly vehicle stipend and a $3,000 health
insurance medical care credit, provided she waives health insurance coverage.
Patterson said he did not have enough time to review the agreement.
However, council member Leslee Thompson countered and said what was written in the agreement had been
discussed previously.
"It’s a general consensus of what was discussed in executive session last week," Thompson said.

Also at Tuesday’s meeting, council hired seven, part-time, paid employees for its EMS department. Those
hired are: paramedics Troy Bateson, Mike Diebert, Justin Bage, Donald Croy and Steven Hoover; and basic
EMTs Cory and Carol Baterson.
The hires were made to help fill shifts and to prevent missed calls. Paramedics will be paid $13.50/hour
and basic EMTs $10.50/hour.
Their employment is effective July 13 through Dec. 3. The village plans to re-visit the idea of
reorganizing its department by the year’s end.
Council also agreed to advertise for volunteer members for its EMS squad. The squad, on an interim basis,
will now be a mix of part-time, paid employees and volunteers.
