Haskins to try levy renewal

HASKINS - Money was on the minds of village council Monday night.
Members voted to approve a levy as well as the village's 2014 budget at their regular meeting.
The body voted unanimously on a renewal of a five-year, 1.5-mill levy, which does not expire until next year. The renewal would carry the levy through 2018 if approved in November.
Funds raised by the levy go into the village's general fund. The resolution was voted as an emergency measure at the meeting because Village Clerk/Treasurer Lisa Heft indicated it must be submitted to the Wood County Auditor's Office by Aug. 7 to be certified for the ballot. Legislation not voted as an emergency takes effect 30 days after the vote. The next village council meeting was scheduled for Aug. 5, meaning the levy resolution had to be approved on Monday to get it to the Auditor's Office on time.
The council further voted 5-1 to accept the proposed 2014 village budget.
Before the vote, the administration fielded questions from members Nancy Perry and Ashley Brooks over the document. The budget anticipates total expenditures of $326,522, but there were concerns voiced over village income, including a downward trend in revenue, which was at $136,500 in 2011, but is currently at $113,425 for 2013.
"I just think when we look at our projects," said Brooks, that "we have a lot going out and not a lot coming in."
During discussion, Heft and others noted that revenue projections did not fully include some anticipated revenue streams, as well as carryover.
"We'll never be in the red," said Heft.
Brooks voted against the budget document.
Among its upcoming financial plans, Haskins is looking to undertake the construction of a new village hall. Village offices are currently situated in a former church at 100 N. Church St., but the new building would be located at 405 N. Findlay Street, the former location of Haskins Elementary School, which has been demolished. The proposed facility would encompass 4,000 square feet, according to a document posted on the village's website.
Council members voted 4-2 at their July 1 meeting to accept a general concept for a new building from Feller, Finch and Associates, Maumee, and to apply for a loan from the USDA not to exceed $400,000. Brooks and Council President Pro Tempore Brad Heft voted against the measure, according to the minutes of that meeting.
The building is expected to cost in the neighborhood of $350,000, with a spring, 2014, completion date.
In other business, Perry expressed her appreciation for improvements in maintenance within the village.
"The guys should very much be commended for the great job they're doing," she said.
Brad Heft was absent from the meeting.
