BG urged to slow down East Wooster rezoning

A group of persistent east side residents Thursday afternoon told Bowling Green City Council to 'slow down' as it considers rezoning issues for a proposed East Wooster Street project.
The project would rezone several lots in the 200 block of East Wooster, 100 block of North Prospect Street and the 100 block of North Summit Street, from B-2, neighborhood commercial, to B-3, central business district. Legislation to rezone has been tabled since council's Nov. 19 meeting.
Since that time council has introduced legislation to amend (restrict) the allowed uses is the B-3 district and also to create a B-5, transitional central business district zone. Those proposals are due for a public hearing at Wednesday night's BG Planning Commission meeting and a public hearing before council's Jan. 7 meeting.
Four residents of the block in which the project would be located, along with a handful of other east side residents, spent about an hour making their case.
One resident suggested giving the proposals another month and at least one suggested the decision be put off until the city updates the future land use section of the master plan. City officials have indicated a need to do the update, which could take a year, maybe twice that long, to complete. The 2013 city budget approved Thursday by council includes money for the update.
Residents also said council needs to understand the potential effects on the remaining owner-occupied residences (and residents) in the neighborhood, along with the need for buffer zones and the need to flesh out what can happen in the proposed B-5 district.
Council members said the ordinance to amend the B-3 zone to restrict the first floor to commercial uses, and creating the B-5 district were a direct result of concerns residents aired at the Nov. 19 public hearing. Both of those ordinances received a second reading Monday, which residents used as an example of the process moving too fast.
Developers Steve and Michelle Green have proposed a two-story building facing Wooster Street that would contain four to eight retail spaces on the first floor and 16 efficiency and one-bedroom apartments on the second floor. The plan would require demolition of one house north of the parking lot on the corner of Wooster and Prospect and three additional houses on East Wooster Street.
The house on the northwest corner of Wooster and North Summit is owner-occupied and is not part of the project.
• Approved a long list of transfers to balance accounts by the end of the year.
• Gave first readings to three ordinances that would refinance bonds issued in 2004 and issue new bonds for the North Main Street project and the aquatic complex construction at City Park. The bonds total about $9 million.
• Set a public hearing for Feb. 4 at 6:45 p.m. on the rezoning of 0.948 acres at 17379 North Main Street from Plain Township.
• Approved a resolution to adopt the Bowling Green Fire Division's five-year master plan. The plan is a requirement of the accreditation being sought by the fire division.
• Gave third reading to an tabled an ordinance that would rezone 212 and 218 E. Wooster St. and 117 and 123 S. Prospect St. properties to allow construction of a CVS Pharmacy. A public hearing on the ordinance is set for Jan. 7 at 6 p.m.
• Learned that 61 parking citations to vehicles parked on snow streets during the snow emergency this week. No vehicles were towed. The city used 150 tons of salt and 2,500 gallons of brine to treat the streets.
