2 sentenced in pot bust worth $4.1M

Two men involved in a $4.1 million marijuana bust last summer were sentenced to prison Friday.
Justin Gould, 27, and William Luciano Jr., 33, both of New Rochester, N.Y., appeared in the courtroom of
Wood County Judge Alan Mayberry.
They were among seven people indicted in the incident, which occurred on the Ohio Turnpike in Lake
Township last July. A Subaru Outback and motor home with Massachusetts plates containing the suspects
were stopped, and more than 907 pounds of marijuana – valued at $4.1 million – was found in the
vehicles, as well as $14,000 in cash. A number of cell phones and other devices were also found.
The group was reportedly on its way back to the East Coast from Chicago.
The others indicted in the incident were Arriel Concepcion, 28, Rochester; Kevin Concepcion, 20,
Rochester; Frankie Layz, 22, Rochester; Jose Manzanares, 37, Houston; and Jimmy Pross Jr., 38,
Charlotte, N.C. All were indicted on charges of trafficking in marijuana, possession of marijuana, money
laundering and possession of criminal tools.
Gould previously pleaded to one count each of third-degree drug trafficking and possession of criminal
tools, and Luciano had pleaded to one count of second-degree trafficking, as part of a plea agreement.

Luciano was sentenced to a total of eight years in prison on Friday, as well as a $7,500 fine. Gould was
sentenced to 24 months in prison and given credit for 250 days served in the Wood County jail.
On Thursday, Kevin Concepcion pleaded to one count of trafficking in drugs as part of a plea agreement.
His sentencing is scheduled for June 27.
Manzanares was already sentenced to five years in prison after pleading to one count of trafficking in
drugs with a specification, and Layz was sentenced to 24 months after pleading to a single drug
trafficking count.
The cases of Arriel Concepcion and Pross are still pending. A trial in Pross’ case is currently set for
May 22.
