WASHINGTON (AP) — Industry groups and Republican-led states are heading an attack at the Supreme Court against the Obama administration's sole means of trying to limit power-plant and factory emissions of gases blamed for global warming.

As President Barack Obama pledges to act on environmental and other matters when Congress doesn't, or won't, opponents of regulating carbon dioxide and other heat-trapping gases cast the rule as a power grab of historic proportions.

The court is hearing arguments Monday about a small but important piece of the Environmental Protection Agency's plans to cut the emissions — a requirement that companies expanding industrial facilities or building new ones that would increase overall pollution must also evaluate ways to reduce the carbon they release.

Environmental groups and even some of their opponents say that whatever the court decides, EPA still will be able to move forward with broader plans to set emission standards for greenhouse gases for new and existing power plants.

Chicago, Detroit land manufacturing institutes PDF  | Print |  E-mail

CHICAGO (AP) — Chicago and the Detroit area stand to reap millions of dollars in federal grants and private sector investment as part of White House initiative to boost innovation in manufacturing and create jobs.

The White House says President Barack Obama will announce Tuesday the creation of two manufacturing institutes. The Detroit-area institute will focus on lightweight metals, while the Chicago hub will push innovation in digital manufacturing and design.

The institutes are being seeded by $70 million each from the Department of Defense, plus more than $70 million each from non-government sources.

U.S. Sen. Dick Durbin announced Saturday the Department of Defense awarded the grant to UI Labs, a partnership between public and private groups, including universities and manufacturers.

Durbin says the lab will revolutionize the way the country approaches manufacturing.

BEIJING (AP) — China says it has sent inspectors to Beijing and other areas of the country to inspect polluting industries and check construction sites amid a spell of severe air pollution.

The environment ministry said Sunday that teams had been dispatched to inspect steel, coal, glass and cement factories and review the local governments' responses to the bad air over the past few days.

The official Xinhua News Agency says almost all provinces in central and east China have had serious air pollution since Friday, and that Beijing and five provinces in northern and eastern China have reported "severe smog."

The National Meteorological Center said the pollution wasn't expected to clear until Thursday.

BERKELEY SPRINGS, W.Va. (AP) — This year's Berkeley Springs International Water Tasting competition produced some familiar winners.

All but one of the six best tasting municipal waters had won at Berkeley Springs before, event organizers said late Saturday in a written statement.

Once again, Canadian tap water from Clearbrook, British Columbia, was deemed the best in the world. The top tap water in the U.S. came from Santa Ana, Calif.

Greenwood, British Columbia, came in third. Tied in fourth place were Dickinson, N.D., and Montpelier, Ohio. The 2013 winner, Emporia, Kansas, came in fifth.
